01.12.2011: HISTORICAL RESPONSIBILITY OF THE EU: - Forum for Security and Democracy regards the unhindered continuation of the process of European integration in the Western Balkans as a matter of extreme importance.
In the coming days the EU is to make an unambiguous and highly important decision concerning Serbia’s candidate status and the starting date of Montenegro’s negotiations with the EU. 
FSD expects that the decision of EU leaders concerning further expansion in the Western Balkans be based not only on principal reasons, but that it also be visionary and a sign of true statesmanship! FSD strongly believes that the EU leaders should, in the making of their decision, be guided by awareness of great risks and negative far reaching consequences for the future of the Western Balkans should the road toward
further integration of Montenegro and Serbia with the EU be blocked or postponed – as this would significantly endanger the painstakingly built security architecture of the Western Balkans, Kosovo included.
FSD points out that it is the solidarity which the EU demonstrates in economical issues with which it’s member states are faced that is the basis for hope and expectation that the leaders of the European Union will demonstrate a similar solidarity in the political domain, through unambiguous support to those who wish to become full fledged members of the EU – but have in pursuit of this been dramatically undermined by external and internal pressures – and that this solidarity is equally important for the EU itself as well as it’s interests. 
A positive decision of the European Union on Montenegro and Sebia would, on one hand, demonstrate responsibility and sustainability of EU’s international capacity in view of the future of the Western Balkans as it’s integral part and, on the other hand, would be a dramatically important and much needed support for further democratic processes, that would put a stop to political manipulations with the public and foil the plans of all of those who think that the EU’s preoccupation with it’s economic problems enables them to again, forcefully if need be, reinvigorate the policy, ideology and activities that have lead the Western Balkans to a historical dead-end once before.
FSD underlines that, at this point as well as in the long term, the EU is the main guarantee and is truly responsible for the future and security of the Western Balkans. With this in mind, the decisions regarding Montenegro and Serbia represent a historical responsibility of the EU!
